In order to start fishing, you must visit a Bait which serve as Fishing Shop on a server, and buy the things you need for it - fishing license, fishing rod, fishing line(up to 3) and worms.
As you got everything you require, you can go to pier(it’s markered on your city map) and start fishing till you have worms and enough of fishing line.
In the process, you can catch different types of fish, bags of cash, garbage or in case if the fish will be too big, your fishing line will broke. As you’re done with fishing, you can visit Dry Seaman Bar again, in order to sell all the fish you got.
*With Bullworth PD faction, there will be added an illegal fishing, places for fishing will be expanded.
